If you're an alliance pally, you train the spell summon warhorse at level 40 from the trainer in Stormwind...no cost or hassle to it. At level 60, to get the epic mount, you have to run through a series of quests which cost quite a bit of gold and make you run Dire Maul West, Stratholme, and Scholomance in order to gather items. You will start by completing a quest that requires exorcising undead outside Stratholme.
I'm not sure about the horde side. I imagine at level 40 you just train it from the trainer also. The quest chain for the epic mount is probably quite different, though. Just keep checking with your pally trainer for possible quests.

You start it at a palladin trainer at 60. You need to have the epic riding skill (225 i think?). which will run you about 5-600 g (it's been a while, so check your factions riding trainer for exact ammount.
Then it will take you to a few instances, easily soloable if your 70, if not good luck trying to find groups for pre-BC content. I believe it takes you through Stratholme and Dire Maul, but just lookup Paladin under thotbott for the complete list for the quest line.
From what I know of my pally friends, it took them no time to get it. Good luck!

I bought the ability to ride a mount at lvl 40 from the pally trainer in Stormwind. It was 85 silver if I remember correctly and that was mount and riding lessons, much better that the 90 gold it took for me to buy riding lessons and the mount with my mage.

As far as I've seen, using wow.allakhazam.com, you don't need to do a quest. At lvl 40 you can go to your Pally trainer and get the spell to summon your horse.
