Hard to say really. Modern Italians include all types though obviously the darker mediterranean type prevails. Julius Caesar had blue or grey eyes I recall and may have had light brown hair, but then I don't know if he was pure Roman anyway.
The emperor Commodus had black hair and brown eyes and light brown skin, we know this because a colour portrait of him and his family survives.
Colour pictures from the ruins of Pompeii show women with brown and red hair and fair skin, don't recall eye colour. I've seen Etruscan art with blonde haired and blue eyed people and these people were from northern Italy. There were also the celts who lived north of them and were blue eyed and fair haired and after the Romans defeated them, many ended up as slaves.

Romans are known to have worn blonde and red wigs as well as dying their hair these colours (because it's pretty I guess) though how many did this I've no idea. The hair was taken from "barbarian" slaves or bought from northern people.

A lot of Roman statues do look like nordic people so maybe they were, but there are also a lot of mediterranean people who have nordic features but are darker so like I said at the beginning, hard to say.

Romans had noting to do with Scandinavia or Nordic people that live(d) there. They were more similar to today's Italians that Swedes for example.
