I got 2 notice for one single question...

yea, because some people take the questions the wrong way and answer inappropriatly. People also feel like they have to report the whole question due to someone's stupid answer.
i think the second most is in the race and sexual orientation cadigory, just because it's so contrivercial and people get easily offended

Yeah I have noticed that they are quite violation slap happy in P&S.

I would imagine, to answer.
They deleted and V-ed my, "Can I ask a Question
without posting it?"--
with the rationale that, get this, it wasn't a Question.
(It had received some impressive answers to boot!)

probably since i don't care what anyone one says not to many questions asked here don't lead to "chatting" i have received 2 vn's both in this section.
