If I have a France visa, can I use it to go to other countries in Schengen treaty?

Yes, it will allow you to enter all the other countries covered by the Schengen agreement.

There are still visa being handed out that are just for one country only.
So if you have difficulties getting a visa and get one under special conditions, check what it states.

And while the passport checks at the borders have been discontinued, you still have to carry the right passport with the right visa (if needed) everywhere in the Schengen area.
