I would complain to their superior. If the guy was harassing you, and you told him several times to leave, you had every right to call the cops. Especially if you were uncomfortable or were concerned for the safety of you and your family. Yes, he has rights, but you also have the right to feel safe in your home and to get a good night's sleep instead of having some guy knock on your window because he hasn't yet figured out that most people are asleep at 2AM. If it happens again, call the cops again. Your taxes are paying their salary, and you should remind them of that if you have to. Tell them you felt threatened. If they don't take you seriously, report it, and do whatever else you have to in order to get them to listen. Whether they like it or not, their job is to "protect and serve." Doesn't matter what race or whatever else anyone is. It's their job, and if they don't do it, then they need to be held accountable.
