Sand does not contain any nutrients and grass seed will not germinate at this time of year.Suggest raking down the bare patches, let the weather work on them until Spring.
Then apply Growmore or other general purpose fertilizer lightly, sow grass seed at app;2 oz; per sq.yd,sift fine soil over the seed to just cover and lay bushy twigs on top to keep birds off.

Like everything else these days, there is no such thing as a magic pill to help you achieve better grass. But there are some basic tips that may help you as you go the long way to building lush, healthy grass your cat will love. It is true that your grass needs water to grow, but understand that grass have shallow roots that do not grow in too deep into the soil. In fact, most grasses only require 1 – 1.5 inches of water per week, which is enough to moisten the soil to 4 – 6 inches below the surface for clay soils and 8 – 10 inches for sandy soils. For this reason, over watering your grass may cause more damage than a lack of water.

Depending on the type of grass you have it will possibly work. Some grasses spread quickly by runners. But you will need to reseed the patches probably.

Sand is good for filling in shallow dips and irregular surface. I would use some mulch (turfbuilder type) and just rake it into the patches. You can cover it with newspaper, or row cover cloth, or the sticks as suggested. I do use sticks, over the rowcover to get my grass going. But I have rabbits, and lots of birds (quail and sparrows) that really devoure the seed and sprouts.
