Is it illegal to go to Canada just to buy Canadian stamps and send letters out instead of just sending them out from the US? What if the return address is a US address?

Stamps aren't that expensive if you send out a few letters. But as a small business I send out a couple thousand each week. So if I travel and buy stamps in Canada (about 50 cents) I would save over $500 (about $1 to send mail from US to Canada)

If I send them out from Canada and include a US return address will the letters come to the US address?

No it isn't illegal.

However, if what you're mailing has anything other than documents in them, you'll need to declare it at the border, and maybe pay duties.

There are people living near the border that may be closer to a canadian post office than a US post office.
It only makes sense to go to the one that is closer, .
in parts of Maine, "closer" may mean several miles.
