From my knowledge, state universities do... they accept top 10%. It may just be the state school in my state.
I was ranked very well in my school, and got a great scholarship.
You shouldn't just blow off your class rank. It's one of the things that can get you an acceptance to a school and even a great scholarship.

Most of the UCs don't list class rank as one of the criteria they look at on their sites on the College Board's website; however, most of them say that somewhere between 90 and 99% of their admittees were in the top 10% of their high school classes.

UC's are very competitive and although they look at rank, they look at a crap load of other stuff too. Here is a site that i go to all the time that gives you a really good breakdown of colleges. It has really helped me out with deciding which colleges i am going to apply to.

Not nearly as much as people seem to think. My high school doesn't rank (I swear someone would take "cutthroat" literally if they did), and the top students there still get into Ivy League-level schools. What matters is your GPA and whether you're challenging yourself based on the courses offered; colleges will decide where you stand based on how you compare to the rest of the applicant pool, not your classmates.

They care most about your gpa and extracurricular involvements. The higher the gpa and more extracurriculars, the more well rounded you appear. Schools that really focus in on class rank are your Ivy League and private colleges.

Yes, because it gives them an idea of how your high school grades - easy or hard. If you have a 3.9 and are 25th in your class, that indicates that a lot of people had high GPAs and maybe your teachers graded very easily. If you had a 3.6 and are first in your class, maybe you went to a very demanding school.
