Pretend you're a voter. Voters are required to vote for 2 and may not vote for more than 10.

Dave Concepción - I hope he gets voted in. He was arguably "the best shortstop in baseball during the 1970s". He has been on the ballot 14 previous times and this is his final chance!
Bert Blyleven - This is his 11th year on the list. He pitched in the major leagues for 22 years winning 287 games
Jim Rice - He was one of the most feared hitters for almost ten years. Rice ended his career as a .298 hitter with 382 home runs and 1451 RBIs.
Andre Dawson - He hit .279 for his career with 438 home runs and 1591 RBIs playing for pretty average teams at the time.

Voters are not required to vote for two. Ten maximum, yes, but blank ballots are a time-honored traditional form of protest (albeit a completely futile one).
My theoretical ballot, in alphabetical order: Blyleven, Gossage, McGwire, Murphy, Raines.
-----
Edit: Ah, I was reading it with a different interpretation. You want "voters" in this thread to cast a minimum of two candidates. Fair enough; I gave you five.
