Turns out they just now got around to actually measuring the height of the wall and its closer to 12 1/2 feet high than the 20 they first claimed. Concrete residue was found in the tigers rear claws so it looks like she got out on her own.

News states she has tried to escape before only this time she made it.

Even they did let her out,
the tiger Tatiana doesn't mean to kill unless she is very hungry or most probably challenged or annoyed.
Most animals are able to read people's mind through eye contact!
