I don't know what software you are using, but what you need to do is create hotspots on each state and then link to the pages you want. For example you create a hotspot around Texas, then link to texas.html. For more information on hotspots visit here

I think you'd have to make one because your links will be unique.
you get a graphic image of the U.S., and each state area is mapped for linking. Or you could just link the state names - easier.
