According to wikipedia, there has been some research in this area. A laser ionizes a path in air to determine direction of discharge.

Lightning is electrons jumping from a very negative place to a place that is positive, neutral, or less negative. So, if you were to try to make such a gun, it would shoot the closest thing to it, like those lightning lamps. So it would be more like a... trap, but I guess it can be possible. But the word won't be "shoot" as much as "zap", but a REALLY strong zap. Ohh, good example, there is lightning every time you rub a rug, and then zap someone else or metal. So that is what you would be doing, exept that it can be much, much, much stronger.

Yeah, we're there, we have been testing that stuff for a few years. We're still not ready to set phasers to "stun" or "kill" but probably in another 10-20 years.
