So without the 'n' it has no purpose? and it has no purpose in English words?

its on the spanish n (en-ye).
its to pronounce the n differently.

it is used for accentuation in several languages
canon with a tilde over the n is pronounced canyon and there are other words where the "nya" sound is taken by tilde n
