When you went in for your inspection they should of told you why your MIL light was on and how much it would be to fix it. There is a list 10 miles long of things that can turn that light on and without knowing the year, make, and model of your car or the code the engine light set, it's impossible to really say whats wrong with it and how much it will cost to fix.
Post more info!!!!!!!
EDIT : What color was the smoke. Look on the sheet of paper they gave you telling you why you failed, it should tell you what code the inspection machine found when it scanned the check engine light. What year make and model is your car?

You can take the car to Auto Zone and get the check engine light checked for free if the vehicle is a late 1995 or later. Auto Zone will print out a list of things on your car to check depending on what code is pulled, it will give you 4-5 things to check on the vehicle. Could be a bad catalytic converter, bad seal, oxygen sensor, etc. Might try a oil treatment with stop leak in it, if a seal is leaking. Don't get it checked at a shop or dealer they will charge you $75.00 or more for the check engine light. White smoke or black? I doubt that they checked to see what code it is without charging you . p1491 is a code for the relay for the cooling fan, does the fan come on or does it always stay on? Or maybe ac condenser fan circuit. Sometime comes up when the fuse is blown for a/c con. fan circuit. Cooling fan relay is $61.00 part # 41-5330 at AZ yes it can cause the car to overheat.

For check engine light on,,
1.If oxygen sencer is no longer working (look like spark plug) one is located at the outlet of exhaust manufold and the other is at the catalyst convertor. Some car have only one at the first place.
2. If alternator fail(but it will be light of both check engine and brake light on).Otherwise not.
3. The setting time for milage limit is over. If so neet to reset it.
You will know by checking with diagnoastic code.
For smog check,
If oxygen senser fail air fuel ratio will be out of range and your car engine combuntion power going down and smog check fail.
Another thing is catilyst convector I(filter for emssion it look like bee hives)fail. If you use it a long time without changing it will be blocked by carbons and it changed into look like rock and no longer filter co and others.
" before you go to smoke check station you should drive your in freeway for a while in order to get engine hot.If your engine is not hot your smog hard to pass.Never go and check in the moring time. Use the highest quality Gas one day before go and test.
Make sure your car spark plugs are New. Change engine oiland filter.
If you like you should buy valves and fuel injections lines cleaner(the liquid is look like Gas,it need to mix with Gas by instruction ). It will help cleaning carbon deposit on the inlet and exhaust valves.
If you do those ,you not only get pass but your car will regain higher efficiency than before. If you know some it will not be expensive. For oxygen senser and catylist convertor replacing like 100 bucks for each or more or less. check the parts price before go to the service station.
Good Luck.

You have to bring it to a mechanic to see why the check engine light is on. It's usually on for a good reason.
You should be able to get a free estimate on the emissions fix.

Many auto parts chains (Auto Zone is one) will check your car's computer for the code that caused the light to turn on. It's free. (You can also buy one of the little code checkers from Wal-mart for sixty bucks.)
There's no way to determine what's happening in your engine without further information.

did you fail on the emissions and the check engine light being on or just the check engine light? if its just the light it could vary since it covers thousands of codes with just as many possibilities but minimum 100 bucks for sure

Visible smoke could be caused by a few problems, one of which could be your head gasket. That will probably run you around $1200 to fix. You need to take your care to a mechanic.

to tell you the truth it is what i like to call an " idiot light." it could be nothing or it could be major.. but to be safe it is always best to check it out. even if that means just replaceing your air filter or spark plugs.. but it could also be major.. so yeah i would probibly get it checked just to be safe.
