Manning took over from Harbaugh in 1998. Harbaugh had been the regular for four seasons, taking over from Jeff George, who had started the majority of games from 1990-1993.
Jack Trudeau was the starter for three years in the late 1980s, with Chris Chandler getting most of the snaps in 1988.

Since people already answered the question, I would like to respond to the person that said Jim Harbaugh was "God awful". Actually, he was not. He brought the Colts to the AFC championship game. He was one play from the superbowl, but it was Aaron Bailey, I believe, who dropped the ball in the end zone. People in Indianapolis, myself included, loved him. He became known as "captain comeback." I still love the guy!
edit: OK, I see that you said the Colts were God awful. You are right about that, pre-Jim Harbaugh. He turned it around for the Colts.
