The NFL does have a salary cap, but it certainly doesn't mean all teams pay out the same amount to their players. For 2007, the Redskins have the highest payroll, paying out an incredible $50m more than the lowest-salaried team, the Giants:

I'm not sure why so many people are saying Dallas, given that they're $16m below the Redskins.

The Patriots - their players play for salary cap figures that look good on paper. The real money is not even spoken about. It's become a lifetime for members only club (Pat Cats). They wipe with c-notes. This is Old Money. Cheating, no, everybody does the same thing. Dallas 2nd place.Houston #3(watch out they are a new player)

the Cowboys

An article on Forbes Magazine's website, published September 13, 2007, lists the Cowboys as the most valuable sports team in the world, with an estimated value of approximately $1.5 billion, ahead of the Washington Redskins ($1.467 billion) and the New England Patriots ($1.199 billion). They are also one of the wealthiest teams in the NFL, generating almost $250 million in annual revenue.

If there was no salary cap the Cowboys would be paying the most for their players

Dallas.

But with the salary cap in football, no team comes close to the NY Yankees. Baseball needs a salary cap or it will eventually go bankrupt.

The NFL has a salary cap, unlike MLB. So it's kinda hard to tell.
