This would've been around about the same time as the Big Wheel.

The main area was a flat round plastic seat for the kid to sit in. There were two large vertical wheels (one on either side), with a small wheel (or two) to provide balance under the entire platform.

The kid moved the contraption (I think) my pedaling the wheels with their hands. If the kid pedaled with the same force on both sides, the toy would go straight. If you just pedaled with one hand, you'd go around in circles.
