Because 'parkway' has nothing to do with parking a vehicle, it refers to the 'parklike' surroundings of the divided highways.

A driveway is the correct name for the travel lane leading from a public roadway to a private property, and can result in blocking of that travel lane if parked in. That's why you park in your own driveway at will, and in someone else's only with permission.
