You mustn't see your role in the workplace as that of "punishing" other workers.
If a co-worker and I were to be involved in a disagreement, and the co-worker whipped out this condesecending "lets simmer down now" attitude--I'd very possibly react by becoming more upset, as well.
If you want to de-fuse an explosive situation, you must
!. Listen to what the other has to say
2. Acknowledge that their feelings are valid
Then you can explain why you can or cannot do it the way the co-worker wants... ( or whatever)
If you walk around looking for transgressions to punish people for--you'll end up running the entire staff off.

Unless you are her supervisor you have no right to "punish" her.
If you are her supervisor forget "punishment" she isn't a child. Call her aside, quietly tell her why her behavior was inappropriate and warn her it can't happen again or she'll be written up.

Ask her (within earshot of everybody) whether or not she's forgotten to take her meds. Or, ask her if she's having PMS. Look at her butt and say "Oh my god, is that blood? Do you need to borrow a tamp?" That ought to shut her up.
