Not sure if this will work on concrete, but it works really well on pets and is said to work on cars and people too.

SKUNK-B-GONE

1 Quart – 3% Hydrogen Peroxide
¼ Cup – Baking Soda
1 Teaspoon – Liquid Soap

In a 2 Quart bowl, dissolve Baking Soda in Peroxide. Add soap. Mix and pour into spray bottle.

Liberally apply to pet’s fur avoiding the eyes and mouth. Rub in well. Wait 15 minutes and thoroughly rinse pet with tap water. (Works on cars and people too.)

Works 10 times better than tomato juice on dogs.

There's a mixture you can make using baking soda and some other ingredient that escapes me at the moment.

It worked like a charm on my dog after he got skunked.

Do a search for: skunk smell removal There must be a hundred sites out there that have the recipe.
