This girl won't stop harassing me and she is in the Army .. Isn't she supposed to serve for the United States, not lash out on their people? Is there a way I could turn her in to someone in charge?

I called her out about something and then we said it was done. Now she won't leave me alone and is getting a friend involved too, and I don't even know this person (the friend) ..

File a case of harassment so that the person responsible will be ordered not to threaten you again.

You can not get her kicked out of the Army.
You can notify the command wherever she is stationed and they will handle it. If she is in fact in the wrong, she will not be bothering you anymore...if she does...then she will be violating orders....that could lead to her getting booted.
But don't you really just want her to leave you alone? What does her getting kicked out have to do with anyting? Unless you are in the Army as well.

I have a sneaking suspicion that you are not innocent here and are probably doing something to provoke the attention.
Do you really think getting her kicked out of the Army - taking away her livelihood will make her leave you alone?
How about you grow up - be the bigger person and just ignore her. Eventually she will go away. You taking it to the next level will only increase the animosity and drama.

Are you in the Army? if so Inform your chain of command
Are you on post? Call the MPs or use your sponsors chain of command.
If you are off post and not in the Army, call the local police.
