why didn't John stuart mill the founder of the classic liberalism advocate utilitarianism in it's original form?

John Stuart Mill was less rigid in his advocation of utilitarianism. He believed that the philosophy could be more generally useful if it were modified.

On a related note, it does not seem appropriate to call John Stuart Mill the founder of classic liberalism. It really goes much farther back.

oh, both sides are working on that,one with pro-active solutions, the other by setting the stage of ignorance and placing the responsibility on the other party.
They don't want to be burdened with the debt.
