neither the president nor congress can enter into a treaty, only the senate can ratify a treaty. as for policy, the president sets the foreign policy agenda as well as domestic policy. the president picks those in positions such as the state department to further his policies. each head of a cabinet office such as the state dept has to be given the vote of approval by the house of reps. While the president can temporarily send the military into emergency situations, he can only send them for 90 days, after that the congress has to OK any further lenght of time to continue the deployment. and while the president can recommend that we go to war, only the congress can actually vote to go to war.they separated the powers of foreign and domestic policy purposely so that no one branch could have the power to do anything without the others approval. This is just a short answer to a longer explanation.

Foreign and domestic policies are affected by the powers of the President and the Congress because both departments of government must approve the acts of the state.
