Tulips are planted in the fall. If you have bulbs, and you can get a shovel into the ground, it is not too late to plant them now. They will come up and bloom in the spring. I have bought them as late as January when they were on sale and they did fine.
If you have plants, it is best to let them grow this winter, and die off naturally. Then you can plant them in the ground, in the spring. They should come up in the fall when it is time, but if they have been forced to bloom this winter, they might not bloom well the second year.
Be sure to cover them with at least 8 in. of soil: the instructions may say 4-6 in. but that is not deep enough in our warmer climate.
That your daughter is happy is really all that counts, after all, isn't it? Be happy for her. Blessed be.

You can probably still plant them if the ground isn't frozen. I live in South East Missouri and the ground hasn't frozen yet and it's quite wet infact. Plant them where they will get full sun.
They do much better that way.

Tulips must have a dormant period and be made to believe they have experienced cold weather.
Hope your not too late.
Just a thought how about buying several bags of top soil/garden soil/compost and manure and making a berm to plant them in that will give them plenty of soft earth to grow in.

Tulips are planted in the fall. they need to go into a dormant mode before they bloom. plant them about 6 inches apart

You can plant anytime before the ground freezes in autumn. It is best to get them in when it cools down but the earth is still very workable. You can, however, plant in containers if you wish.

If you can still work the soil, then you can plant them now. Ideally, they should be planted in late October to early November, but if your soil is still workable, and they've been in storage (so that they've had adequate cold), they should bloom with no problem once it warms up.

TULIPS ARE BEST TO PLANT IN THE FALL. IT MAY BE TOO LATE TO PLANT SO KEEP IN A DRY COOL PLACE INDOORS UNTIL SEPTEMBER OR OCTOBER WHEN THE NIGHTS GET COOL. IF YOU WANT FLOWERS IN THE SPRING POT THEM NOW IN A COOL PALCE WITH TEMPS IN THE 50S OR LOW 60S AND THE WILL SPROUT AND PROBABLY FLOWER
