I paid for a download speed of 256kbps. Why is my transfer rate for an IE download listed as 30kb per second. my ISP is shaw.

kilobytes per second is different from kilobits per second.
that should be fine.

A kilobyte is 8X bigger than a kilobit.
If you do the math, 30 x 8 is 240, so your speed is OK.

NOTE TO YAHOO ANSWER PEOPLE
ISPs ADVERTISE INTERNET SPEED IN KILOBITS PER SECOND BECAUSE IT SOUNDS FASTER.
HOWEVER, WINDOWS MEASURES SPEED IN KILOBYTES PER SECOND.
THIS PERSON'S SPEED IS FINE.

Although your download speed can go to 256 kbps, there are really 2 determining factors for download speeds of files (well, there are more, but two in this case).

The first is your speed, which is 256 kbps. The other is the upload speed of the server that you are downloading the file from. For instance, if you are downloading a file from a site, it can only download as fast as the site can handle. It isn't that your speed is slow, but the site's upload speed is bad.

There is really nothing you can do about it in that case.

However, that being said, most sites should be able to upload at least 256 kbps. As the first guy said, do a speed test at:
http://www.speedtest.com
That way you'll know if the problem is your or the site's

Another reason is if you are connected to a network. If there are other computers getting internet connection from the same source (are on the same network), your download speed will be shortened significantly, as many people are sharing the internet with you, making it way slower.

Call Shaw and ask them.

Try Firefox instead.

Cable modems share with everyone else in your neighbourhood. So, when all the kids are Online Gaming everyone slows down. Try again early in the morning,it should be way faster.

256kb/s sounds painfully slow. I have like 9,000 kb/s with surewest fiberoptic cable. This is only on the west coast though. I have never heard of shaw. Test your speed with this link.

use speedtest.net to test speed of your phoneline eg 8mbit line should allow 799kbs down speed and about 160kbs upload speed, what u download from sites varies eg software via download.com comes at varying speeds 1kbs to 500 or so depends what site u get stuff from, bookmark beingahuman.blogspot.com for useful pc info and sites

If it slow contact them, and they should send a guy over to fix it. Something might be wrong where they plug the lines at outside.

looks about right; i have 750 and i max. out about 177kbs on downloads

Call the cable ( or whatever ) company and tell them about it. They can send fixes . YOu should get what you are paying for!!!
