Could be several factors. One being some of the light indoors interfers constructivly with the outdoor light. Another could be biological. THe light outdoors being bright will cause your pupils to contract, causing light around you appear dimmer. Or it could be an effect simular to snow blindness. When combing physics with biological question you will need someone knowlegable in both subjects to help you out.

because relative to the outside light. In daytime, often daylight is brighter than indoors, so it seems darker indoors than outside. At nighttime outside is dark, so indoors will seem alot brighter relative to outside. Also to do with eyes adjusting quicker or slower as was previously outlined by another answer. like when you've been asleep and you open your eyes to bright light and it seems really bright, same sort of concept.

The Military reckon it takes 30 to 40 mins for the human eye to 'accommodate' to total darkness. The human eye has a greater range of sensitivity than any camera. In ideal conditions, with perfectly still air, a human eye can see a candle 14 miles distant. The human eye can see individual photons of light.
So 'SEEMS' is the operative word. Hope that helps.

well 2 reasons in my opinion
1] because the electric light bulb emits a determined amount of light either 100w 60w or 40w and this is filling the room
whether thats brighter or not than outside light it makes no difference its a controlled amount of light nearest to you
2] It will again fill a darkened room with light,any amount of light will be brighter than the pitch dark.

because your eyes are used to the dark and when there is a light in the dark your eyes go from being dark to being white suddenly

it shouldnt yet whilst he or she is petrified of the dark shop a small gentle next to its cage to no longer close in simple terms close sufficient to shed somewhat gentle on it! if that doesnt artwork communicate over with ur vet and that they could provide u suggestions!!!!!!
