according to a book i read, you are supposed to sketch them in pencil first, ink them(make sure not to smudge!), the color them on the computer and add screen tones and such on the computer as well.
some manga-ka use a special kind of pigment(that the mangaka of marmalade boy SWEARS by) to manually color their drawings but now with the use of technology, the computer is taking over..

Every artist is different but here is a typical approach. Sketch what you want on paper using a pencil. When you get something close to what you want, scan it into the computer. Then create layers on top of the drawing with colors and tone. It is not easy to do and takes lots of practice. My guess is the artist you are looking at has at least 2 or 3 years of experience, perhaps more.

They may be drawn, using paint software, like Paint Shop. Or if they started with a photograph or other digital image, they may have been manipulated using special effects that are available in many programs, including Paint Shop Pro. These effects include taking area of uniform color and shading them like pencil shading and converting the edges to line, like a line drawing.

Looks like they've drawn and coloured the picture on the computer with a graphics tablet. Using a tablet to draw a picture is easier if your going to colour it on a computer. I use a wacom graphics tablet and it's much easier than sketching the picture, uploading it and editing it.

I'm pretty sure they draw the picture then use Paint Shop to add the color and sharpen the image.

You could upload it to Shutterfly or some other online photo ordering site & just order the picture. You could always use the print screen/sysrq button on your computer (mine is located next to the scroll lock button) which takes the image of what ever is on your screen. Then go to paint and paste. Save it to your pictures folder then do as I suggested earlier or just print it out, maybe that will work.

You could always use Adobe Photoshop to edit it make the colour better and stuff. Or find some tutorials on the internet to get tips on hoe to make it better. You can find tutorials at these sites:
