Cold. At least if you are cold, you can get warm multiple ways.
Hot, you are screwed, outside of stripping down, and where I live that won't work anyway, temps can get up to 110.
Cold for sure, anytime.

i like cold weather. when it is cold you can always put on more clothing to get warm but when it is hot you can only take so much clothing off without getting arrested for indecency

I would rather be cold because you can always layer clothing and use blankets, but when your hot you can only take so much off and still be hot...so...Cold
