It does not mean that you can not use it on a road. Some auto and truck parts are made extra tough so that they can be used on any road surface. Off-road could include rescue vehicles, farmers driving in fields, snow plowing, or dune buggy driving. You would pay more to get tougher parts.

If its an auto part you can use it on the road. I would say it is dual use made extra strong in case you wanted to use it on an off road vehicle

Well, you can use it on the road, but in the case of tires, the vehicle handles poorly on the street. Big off road tires are too soft and flex too much compromising the handling.

sounds like you are talking about an atv or dirt bike ,in which case it means that it is not made to handle higher speeds associated with, on road, conditions or doesnt have the safety features like other vehicles. (turn signals n brake lights ect.)
