It's so gray and washed out. Can't they do something about it?

It's the standards conversion issue. The USA, Canada, Mexico and Japan use the NTSC broadcast signal standard while Britain (and most of Europe) use a standard called PAL. Video in those standards is incompatible and has to be reprocessed (or converted) in order to play in one another's countries.
If you're talking about stuff like "Life on Mars",that's a producer's decision more than anything else.
