It's not as good a solution as full legalization. It would mean less work for the cops, courts and prisons, ostensibly. But since commerce in weed would still be illegal, it wouldn't affect the black market. Legalization would create a new legitimate commercial industry for the growth, processing and marketing of weed. The black market would be immediately deprived of a large source of income, many new jobs would be created, and a new source of tax revenue would be created for government. I think full legalization remains unlikely entirely because of inertia. Politicians are generally too timid and short sighted to do the jobs they're elected for really. They only excel at getting themselves elected.

the magna carter was a British thing and had naff all to do with the us when the magna carter was signed the USA had not been invented
