All the buffets are open as usual. Parking is going to be a problem .. they close the strip to traffic at 5PM. You could park at Thomas and Mack .. they are running shuttle buses from there to the strip.

Get there before 5pm or you probably will not get on or even near the Strip. Due to all the people coming in for New Year's Eve the police close off the Strip and surrounding streets around 5pm or even 4pm, it just depends on the crowds. The people need the street to walk in. Park at your hotel because that's the only place you will be able to park, everywhere else will be full. But your hotel will let you in if you have a reservation. Seriously if you can, come earlier.

Do not attempt to park anywhere on or near the strip. The city closes the strip to traffic on New Years. If you're staying at the South Point, consider taking a cab from the hotel to the strip. It's about 5 miles from there to Mandalay Bay.
I don't know about the buffets though. I'd assume they may be open later than usual.

South Point is 5 miles south of the strip. Expect all buffets to be open, it's a big money making evening for them. Here is a list of all major Vegas buffets with dinner times, phone #'s and prices

If you are interested in a particular buffet, just call them.
As far as parking is concern, it is definitely going to be a mess. I will park as far away from the strip as possible.

On New Year's Eve in Las Vegas there will be a Grand Opening of Edge Ultra Lounge Ages 21+ at Marriot in Summerlin Spread the Word too!

The Las Vegas strip is closed to all autos from 5pm to approx 3am.
Parking will be impossible, but a taxi can get you close. You should expect to walk a bit to reach your destination if you are trying to get onto the Stip during that time

My husband and I got married on New Year's Eve last year, and they shut the strip down completely around 4 pm. (Our wedding was at 4pm). Our limo driver had to take back roads from our hotel (Luxor) to the wedding chapel, which was way down on the other end of the strip. I would see if you could arrive well before 5 to see if you can avoid some of that mess.
