I think you are talking about your fundus height. That is your uterus not your cervix. The cervix is the opening of your uterus which is felt through your vagina. The uterus is felt through your belly. Yes, it is supposed to feel like a smooth hard ball.

It is called effacement.This helps the dr. to check the time duration of the patient going into labor.Thethicker the cervix it shows that the mouth of the uterus is not yet open,the thinner the cervix labor is faster.

Dilation. If your cervix is soft it could mean it might be difficult to keep you from going into early labor so they check for the "ripeness" of your cervix.

if you're talking about feeling your cervix during pregnancy, then the doctor is checking for effacement, or, thinning of the cervix

If your not pregnant see another doc for second opinion, assuming you do not have a medical condition we are not aware of,if you are, he's checking dilation or effacement
