egotism.

Then again, one SHOULD ask,

"Progress towards a destination where?" Where we going, Asker? If you can tell all of US this, then you will get better answers! *grin*

Who are you to determine what is a "bad" decision, Hammock Tester? *grin* Again, it ALL boils down to egotism. That is the greater subset that includes "bad decisions."

Your question is presented in a manner that is broad and general, and does not acknowledge the tremendous advances in specific areas of human endeavor such as medicine, science, etc. However, the implication is that much greater overall progress could be made, and you ask the reason for this inhibition of progress.

All progress is the result of decision-making. The main thing causing wasted opportunities that inhibit human progress are bad decisions. Bad decisions are made when the wrong people have positions of responsibility. Examples of this condition abound in government, business, education, etc., and in virtually all areas of society. People are complex creatures whose judgment is influenced by a myriad of factors. But the bottom line is that poor judgment by people in positions of influence often results in bad decisions that adversely affect the lives of others, thereby slowing human progress.
