Is mininova.org legal?

My friend told me about this site and was wondering if anyone had any info about it.

The site itself is questionable, but believed legal as it does not have the copyrighted material itself.

However, a large percentage of the downloads there are illegal, such as free full versions of games and cracks.

It has cracks, no-cd patchs, etc. but as far as being legal or illegal, I don't know you can decide on that.
