Legally, no.

If you come from a country where you have to have a visa to enter the US, the visa application will ask if you have any drug related convictions. If you say yes, or lie, you won't get your visa.

It's a little different if you come from a visa-waiver country, such as the UK, where you don't need a visa to visit the US on vacation. In that case it depends on whether the Immigration officer chooses to run you at the port of entry. (Note that if you fly to the US from most major airports in visa waiver countries, the "port of entry" process will be done BEFORE you board the plane.)

So if you turn up at Heathrow airport and try to board a flight to the US, the US immigration officer may, or may not, do a criminal background check on you. If he does, and a drug conviction shows up, you won't get on the flight. If he doesn't - and they only run a small percentage - then you'll get in to the US. Lord help you if you get into any legal issues while in the US, though - because then they WILL run you, and you'll be in deep Federal doo-doo as well as whatever crime you committed to get to the attention of the police to start with.

I would say it would depend on how you want to enter, and the charge.

Are you visiting or looking to live in the USA? Also is the "drug conviction" for a joint, or for international drug trafficking?

I'm not sure about it, but my guess would be that if you're not allowed in on regular days, the holidays wouldn't be any different - you made a bad choice and you're being punished for it, no exception. So even if it turns out you are allowed, you shouldn't come in - you made your bed, you lie in it type of thing.
