It could be more to do with his stubble than his spots. Get his to wet shave so he is clean shaven next time you make out and see if this helps. Could you be allergic to something he is wearing IE aftershave, soap he uses that has made your skin break out.
I am assuming you have kissed your boyfriend many times before and these spots have not spread to your face so I think it is safe to assume that he is not contagious.
The skin on your body and inner thighs is more sensitive than the skin on your face so it is more likely a irritation that is causing these spots rather than cross infection. If in doubt go and see your GP.

A visit to the doc and a blood test will sort this out.
It could be as simple as beard rash!
But, it could be something more which can be fixed with a medical check up.
There are lots of minor infections and allergies that can be transmitted during sex play, most of them sort themselves out after people have been together for a while, but a check with the doc to rule out herpes, cystitis, etc is a good idea.
Your bf should go along to his doc, as well!

Unlikely to be connected but worth getting checked out; if he has cold sores these are infectious and can spread to the groin area

One thing you must be careful is having oral sex with your boyfriend is he has a cod sore. under no circumstances let him near you until it has cleared up and gone

it's very possible.
it could be something that he has ..
maybe allergies, or it could be a disease of some kind.
i would ask him, but if you dont want to
go see a doctor, you really should..
