The leaning tower of Pisa is a fine example of Romanesque architecture. Don't blame the Italians for the leaning though. They didn't have access to the same engineers that we do.
Following the Middle (or Dark) ages, Europe began to wake up. They literally believed that the world would end in the year 1000. (crazy, huh?)
They fell in love with all things Roman Empire and began to copy that style. The tower is simply rings of roman arches stacked on top of one another.
That's the simple answer. There are thousands of books that will explain in much greater detail.

The civilization would probably be classified as the Pisan civilization rather than Italian.

Pisa is located in Italy and was built over 200 years begining in 1173. The achitect is vertually unknown.

It leans for a couple of reason first the gound type and second because the materials and styles were shifted over various points of its consturction.
