Indeterminate, until you define "healthy". A beach that is continually replenished could be called "healthy" by a geologist and "unhealthy" by someone more interested in pollution. The question can't be answered by someone who is unfamiliar with the textbook you are using.

in my opinion...NO because it is dirty and has unknown organisms that can be harmful.
