i actually did try and do this problem, but i think im just.. really wrong.. so i need help. ... and this is my first time to do anything with the exponent 'law' so it would be nice if you could give me 'hints' or somthing to solve this sorta problem.

So can you split it into two parts:
12/4 =3
x^9/x^4 is the same as saying x^9-4=x^5
-->Note: when you divide exponents with the same base, subtract the exponents like I did
So your answer is 3x^5

For the base numbers (12, 4) just simplify as usual which would give you a 3. For exponents in order to simplify them you have to subract the exponent in the Numerator from the exponent in the Denominator, this will give you x^5.
Your answer is the result of those two.... see below...

12 * ( x^9 ) / [ 4 * x^4 ]
= ( 12/4 ) * [ (x^9) / (x^4) ]
= 3 * x^(9 - 4)
= 3 x^5
The proof that (x^9) / (x^4) = x^(9-4) is
x^9 = x * x * x * x * x * x * x * x * x
x^4 = x * x * x * x
(x^9) / (x^4)
= ( x * x * x * x * x * x * x * x * x) / ( x * x * x * x)
Cancel the 4 x's from the numerator that match the 4 x's in the denominator.
The number of x's remaining is (9 - 4) = 5.

12x^9 / 4x^4 12/4 =3 x^9/x^4 = x^9-4 = x^5
So your answer is 3x^5. !

3x^9/x^4
x^9 = x^4*x^5 split it up ...here you're using the rule where
if you have like bases...you add the exponenets.
Now x^4/x^4 cancels out
=3x^5 your answer.
