Is it illegal to share internet with your neighbor. If you are both willing to do it using wireless internet? What is the punishment if it is illegal and how can they find you?

There is nothing illegal about sharing internet with your neighbour as long as you both agree.

I allow my neighbour's kid to access my wifi when I am not using my internet.

Nope, it's not illegal. You may be able to equally share the costs too, but you cannot make this a business to make money.

It is not a violation of any criminal law. It may be a violation of civil/contract law. You need to look in the terms of service for your internet provider and/or in any contract you may have signed with them. There may be stipulations in there about sharing your connection.
