Just because a guy has not won a WORLD title does not mean he's a legend. I consider Paul Orndorff a legend, and he has never held anything above a secondary title. I would say the same thing for Owen Hart. But to answer this question: no Jeff is not a legend.

To be a legend in my book. You have to at least be successful at heel and baby. Jeff's heel turn 5 years ago went nowhere and almost sunk his career. Also, Jeff can not cut a promo to save his life. That is another necessity to being a legend. He has alot of work to do. But he can get there.

He is not a legend because he still havent even won a WWE or World title yet. One does lie in his future. But for now, he is not a legend. Age doesnt quite define if someone is a legend or not. Look at Cena or Morrison for examples. ;0

Just because he's been in wrestling for ages doesn't mean he's a legend he is just a veteran who is no where near legendary status. Would you consider Jeff to be in Taker's league?

The term "legend" gets thrown around loosely these days. Jeff is just a veteran.

I hate to say it, but I don't think the "Rainbow-Haired Warrior" is quite that great. For his size he's a great, but he just doesn't have that size, mass like Cena or quite as much quick agility and as Rey Mysterio, but he's come a long way since he started.
