Holly Black and L.J. Smith listed above are certainly my top recs as well.

You could also try Rachel Caine's Morganville Vampire books (vampires), Marianne Curley's Old Magic (witches and time travel), Got Fangs? and Circus of the Darned by Katie Maxwell (vampires) and Gena Showalter's Red Handed and Blacklisted (sci-fi, aliens but don't let that stop you, they're awsome!).

A a couple really good teen romances that aren't fantasy or sci-fi are Getting Lost with Boys by Hailey Abbott and Falling for Romeo by Jennifer Laurens.

LJ Smith writes some really good teen books. There is a series of about 5 books that she wrote - "The Vampire Diaries" that I really enjoyed as a teenager. I don't know if you can find them in bookstores now, but you can find them online. I've read all of her books (some include romance, but not all). I think most of them came out in the mid 90s.

Changeling girl is supposed to be sacrificed to the fairies, but a Fairy knight rescues her and stuff, and they fall in love.
It's kinda awesome.
