I noticed this with Clinton and Bush, that in their second terms they tended to be more aggressive and do things that might not be popular with the public. Why is that?

Bush has always been aggressive, but he is now trying to launch as many dirty deeds as possible while his party still has gas...and oil.

For Bush more arrogant, they don't care in the second term because don't have to get elected. That is why all that put on goes out the window just as soon as the 2 term is decided.

They show their true face at the 2nd term and laugh at you, for being so dumb to elect them again.

I'm not sure what "aggression" you're talking about in regards to Clinton, but...

Bush invaded Afghanistan and Iraq during his first term.

What specific instances in Bush's second term give you the idea he has become "more aggressive"?

Because a United States president cannot be elected more than twice. The second time around is like playing with nothing to lose.

Most presidents are too concerned about re-election during their first term to actually aggressively pursue their policies. During their seco nd term, they are more concerned about legacy-building. Of course, there are exceptions, but this is a general rule for modern politicians.

They don't care anymore what people say. The important thing is to have their agenda be accomplished before the end of their last term.

Really? Bush seems less agressive to me. It seems to be 4 years ago he would have gone into Iran now all he wants to do is talk about it.

They don't have to worry about catering to the voters for re-election.
