The nation of Israel. Even after Moses brought the law, they had no civil government until the kings. The "wild west". History shows it was far more peaceful than the movies. (Except where the military was marauding.) Somalia is not an example of anarchy.

Somalia is as close as you get. Typically countries under anarchy have a total breakdown in all government services, like water, electricity, hospitals, police protection, and end up a non-functioning state being controlled by war lords.

No country is under a true anarchy. Someone will always be in charge, and in the absence of government, warlords tend to take over, like in Somalia.
