What is the best way to make a cardboard cutout of somebody?
It's for a window display but it doesn't have to be perfect. I was thinking of buying a cheap cutout of somebody then sticking a large printout onto it, what do you think?

Better still, get a picture of the person you want as the cut-out, blow it up to the size you want on a photo-copier and then stick it to some grocery box card and cut it out. We did this for a themed 'Hollywood' party, we did loads of 'stars' - EG: George Clooney, Will Smith, Sarah Jessica Parker, Spiderman, Scarlett Johanssen, etc, and placed them round the room - from afar they looked really good!

I would have a poster made at CVS drugstore, then mount that on a big piece of cardboard from a refigerator box or something, then cut around the picture. Don't forget to make a little stand for the bottom.
