Am looking for information on cheap (under $30 per person CAD for a twin or double) rooms in these cities. Does not really have to be a hostel or hotel, would consider anything else you may have ideas on. Would like fairly central to all the main tourist sites and would only need 3-4 nights at each.
I have tried all the online sites but would like some hands on knowledge from anyone who may know about a great place to stay.

I can only advice you on Paris. I have been in these hostels (they have 3 close together) and they are good and safe, fairly central and a good spot to go into town to eat at night, even as woman alone:
