Xbox Live Silver is a free version of the Xbox Live service. The main difference between the Gold and Silver levels of service is that you can't play online multiplayer games with Xbox Live Silver. You can still download content from the Xbox Live Marketplace, download games in the Xbox Live Arcade, and keep a friends list so you can chat and share your gamer profile and achievements.

Download game demos, buy new game content (new multiplayer maps, etc), download themes, rent movies.
You can do pretty much everything on xbox live except play games online.

Not much. You can record gamer points and make a gamer tag, but that's about it. You can't buy items from the live marketplace, nor can you play multiplayer over the internet. It's only $50.00 a year, so why wouldn't you upgrade to gold?
