i suppose you could say that from where the electricity is generated , from that point on all the equipment and servicing that is involved in getting the electrons to your door could be classed as delivery. But I dont know.
my bills dont include a delivery charge that I know of.

When the non thinking legislatures decided to separate generation stations from the distribution network they set up exactly the right formula for fleecing the public. Now the owners of the generating equipment must make a profit so they make a separate charge. Then the owners of the distribution network have to make a profit so their line charges include another profit. As a result the rates increased double what they were. Blame the guys and gals who are making the big bucks in our legislatures and who never seem to be around to vote, like CT Senator Dodd.

It is the feed of energy from the target source the power company owns, to your home. Most electric companies have one of these charges... I called my electric company about it a few weeks ago :)

Wires, telephone poles, transformer boxes, all that stuff isn't cheap, and it needs a lot of expensive maintenance to keep it working.
