What the CCC project was about was the Federal government starting up work programs that put people to work, who were willing to do the work to begin with. These projects included the development of the Federal parks for needed pavilions, camp sites, roads, and other park infra-structure. The skyline drive was a CCC project that was finally finished in the mid 1990's. Poor control over investment money with nothing to back it up led to the issues that rocked the country then.
